Athens County Auditor Upgrades Web Mapping Solution
Ohio-based DDTI provides enhanced features
Athens, Ohio – The Office of Athens County Auditor Jill A. Thompson announced the successful implementation of an enhanced mapping solution on its web site and property search tool, http://www.athenscountyauditor.org/, provided by Columbus, Ohio-based Digital Data Technologies, Inc. (DDTI).
DDTI’s AccuGlobe® Internet: Online Auditor is a parcel-driven web application that provides the public the ability to search property appraisal and GIS information for the entire county. The mapping component incorporates Athens County’s computer aided mass appraisal (CAMA) data to its geographic information systems (GIS) data, creating a searchable, interactive map of parcels for site visitors to survey.
The new mapping solution features common tools in map viewing, like Pan and Zoom, but users can also conduct property searches and view associated information by selecting a point, polygon or line directly from the map. Users can also tailor their searches by turning on and off multiple layers, like soils, highways, flood zones and more.
“We’re pleased to offer this new mapping solution to enhance our web site as a service of the Auditor’s office,” Thompson said. “We hope our residents will find it a helpful resource for their GIS needs.”

County Auditor Offers Tax Break On Destroyed Property
Athens, Ohio, July 17, 2008: Jill A. Thompson, Athens County Auditor, reminds property owners that her office will inspect any building that was either damaged or destroyed by the recent storms. Immediately filing for this inspection could save the property owner up to 100% of the structure’s tax value.
To receive this reduction on damages the property owner must file a D.T.E. form 26, Destroyed Property Form. This form must be in Auditor Thompson’s office before January 31, 2009, however, if the homeowner files the form as soon as the damage occurs, an appraiser from the Auditor’s office will inspect the damage and report the findings to the Auditor.
This inspection program is also available for damages caused by man-made destruction, such as tearing down a barn or other structure.
“Athens County taxpayers take advantage of many of the more publicized programs that are offered to eligible citizens, such as the Homestead Exemption Program,” Thompson says. “This reduction for damaged or destroyed property is not well known throughout the county.”
While the damaged property can lower your value, the property will be reappraised after repair has been completed. If any new buildings or additions have been erected and a required building notice has not been filed this will alert the Auditor to a value change. These forms are available online at www.athenscountyauditor.org or by calling the auditor’s office at 740-592-3223 between 8 a.m. and 4 p.m. Monday thru Friday.
The discount is calculated by quarters, not by the time actually required to fix the damage. Damage in January qualifies for a 100 percent credit for the year. Damage in May, repaired in July, counts as two quarters: a 50 percent discount. Damage in the final quarter of the year is good for 25 percent off the depreciation in property value.

Deadline to file Real Property Valuation Complaint.
Monday, March 31, 2008 last day to file a formal complaint against valuation
Athens, OH, March 26, 2008: Athens County Auditor Jill A. Thompson reminds property owners that the last day to file a formal complaint against the valuation of real property is Monday, March 31, 2008. Complaints must be received in her office by 4:00 p.m. on March 31.
Thompson says, “I encourage all property owners to review the valuation of their property. If they feel that the value is incorrect, they need to file the complaint with the Board of Revision.”

Auditor Thompson Takes Homestead Exemption Information to Local Communities

Athens, OH, March 24, 2008: Athens County Auditor Jill Thompson continues talking to homeowners at least age 65 and the disabled about the Homestead Exemption Program. The program allows senior citizen homeowners and permanently/totally disabled homeowners, regardless of income, to withhold $25,000 of the market value of their home from property taxes. Most manufactured homes also qualify to receive the exemption.
Several qualifications do still apply. Homeowners must live in the home as their primary place of residence and fall into one of the following categories:
- At least 65 years old by the end of 2008, or
- Certified totally and permanently disabled as of January 1, 2008.
A representative from the Auditor’s office will be available to answer questions and assist with filling out the applications at the following locations and times:

Athens County Auditor Announces Homestead Exemption Continuing Forms Have Been Mailed
Athens, OH, March 14, 2008: Athens County Auditor Jill Thompson notifies homeowners on the Homestead Exemption program that her office has mailed over 3800 continuing Homestead Exemption forms. The forms were mailed to all property owners who are currently receiving the homestead reduction on their real estate or mobile home tax bills. Those continuing forms only need to be returned to the auditor’s office if a change has occurred in ownership, principal place of residence, or disability status.
If you will be at least 65 years of age by December 31, 2008 OR are totally and permanently disabled and own your home, you may be eligible to take advantage of the Homestead Reduction. If you feel that you are eligible to receive the Homestead Exemption and are not currently enrolled in the program, please feel free to call the Auditor’s office at (740) 592-3223 to request an application. The applications can also be found at www.athenscountyauditor.org, along with additional information on the program. New Homestead Exemption applications must be received by the Auditor’s office no later than June 2, 2008.
The Homestead Exemption program allows senior citizens and disabled Ohioans to reduce their property tax burden by shielding some of the market value of their home from taxation. The program is available to all Ohio homeowners who meet the qualifications, regardless of income.
Athens County Auditor Announces CAUV Continuing Application Forms Have Been Mailed
Forms must be completed and filed with Auditor by March 31st to continue on the program
Athens, OH, March 7, 2008: Athens County Auditor Jill Thompson announces that her office has mailed over 700 continuing Current Agricultural Use Valuation (CAUV) applications. The forms were mailed to all property owners who are currently enrolled in the CAUV program. Those continuing forms must be completed and returned to the Athens County Auditor’s Office no later than March 31, 2008. Property owners who do not return the application will be removed from the program and a tax recoupment may be added to the tax year 2008 tax bill.
Qualifying property must be used for a commercial agricultural purpose to be enrolled in the CAUV program. Owners must have at least 10 acres that is devoted exclusively to commercial agricultural production and all property must have been used for commercial agriculture for the last 3 years.
“Inspections of properties enrolled in the CAUV program will continue, and any property that is not being used for a commercial purpose will be removed from the program and a recoupment will be imposed,” states Auditor Thompson. “At the same time, we want those that qualify on this program. It is a big help to farmers, and they need it.”

County Auditor Thompson Reminds Qualifying Homeowners to File for the Homestead Exemption Program
Athens, OH, February 22, 2008: Athens County Auditor Jill Thompson encourages qualified homeowners to submit homestead applications for the 2008 tax year. The filing deadline for this program is Monday, June 2, 2008.
The homestead exemption allows homeowners who are at least 65 years of age or totally and permanently disabled to withhold a maximum of $25,000 of the market value of their home from property taxes. Owners of manufactured homes are also eligible for the exemption.
Property owners that met the qualifications last year and missed the 2007 filing deadline may still qualify. If you received the Homestead Exemption on your 2007 property tax bill, there is no need to reapply.
“Many Athens County citizens took advantage of this program in 2007. We want to ensure that everyone who is eligible takes advantage of this exemption,” Auditor Thompson stated.

Athens, OH, January 25, 2008: County Auditor Jill Thompson wishes to remind dog owners
that the last day to purchase 2008 dog license without penalty is January 31, 2008.
Ohio Revised Code Section 955.01 states that a penalty equal to the License Fee must be
charged after the January 31 deadline. Auditor Thompson says, “We will begin charging the
penalty on Thursday, February 1, 2008”.
Dog licenses can be purchase at the Athens County Auditor’s Office or the Athens County Dog

fee for a 2008 Dog License is $24.00 per dog. A reduced fee of $14.00 is available for animals that
are spayed, neutered or exempt.

Athens County Data Microfilm Board
The Athens County Microfilm Board will meet in the Commissioners Conference Room on Monday, January 14, 2008 at 10:30 a.m. for their Organizational Meeting.
The Microfilm Board consists of the County Treasurer, County Auditor, Clerk of Courts, a member of the Board of County Commissioners, and the County Recorder who shall serve as secretary. The Microfilming Board shall meet annually on the third Monday in January. In light of the Marting Luther King Holiday, the meeting has been scheduled for the preceding week.

The Records Commission is comprised of of a member of the Board of County Commissioners as chairperson, the Prosecuting Attorney, the
Auditor, the Recorder and the Clerk of Counts. The Records Commission
is required to meet at least once each six months as stated in the Ohio Revised Code Section 149.38.
Thompson Announces New Values Available for Inspection
Property Values for Tax Year 2007 have been approved and are available for inspection by property owners.
Athens, OH, December 18, 2007: Athens County Auditor Jill A. Thompson announces that the real estate valuations for tax year 2007 have been approved by the Ohio Department of Taxation and are open for public inspection.
“Property owners should review their property record each and every year and notify our office if there are any problems,” says Thompson. “Our office does not have the authority to make any adjustments to property records unless the property owner properly files a complaint,” Thompson emphasized. Complaints against the valuation will be heard by the Athens County Board of Revision and must be in writing, on forms furnished by the Athens County Auditor, and filed in her office after January 2, 2008 and before March 31, 2008.
Auditor Thompson encourages property owners to inspect the value of their real estate parcels. Information has been made available on the web site at www.athenscountyauditor.org for convenience of the property owners or by calling 740-592-3223. Auditor Thompson Announces Sales for Dog License for 2008 begin Monday
Dog owners are encouraged to purchase their 2008 tags early to avoid penalties and late fees.
Athens, OH, November 30, 2007: Auditor Jill Thompson kicked off the Dog License sales in Athens County today by mailing out over 6500 applications. Thompson informs dog owners that the 2008 Dog License will go on sale Saturday, December 1st. Dog licenses can be purchased either at:

The last day for dog owners to purchase a license and avoid a penalty is January 31st in accordance with state law. Dog Licenses that are purchased after the licensing period has passed will be charged a penalty equal to the cost of the tag.
The cost to purchase a license for 2008 in Athens County is set by the Board of County Commissioners and is currently $24 per dog. If your dog qualifies for one of the exemptions listed below the fee is reduced to $14.00 per dog:
- Spayed or Neutered
- Too young to alter (9 months old or less)
- Advanced in years or has a medical condition preventing the dog fro being spayed or neutered
- Used or intended to be used for breeding or show
- Used or intended to be used for hunting, or
- The dog was licensed in 2006 and 2007
Kennel License tags are $70.00 for five (5) tags with an additional tags available for $1.00 each. In order to qualify for a Kennel License, an individual must own at least five (5) dogs. Kennel License can only be purchased from the Athens County Auditor.
Payments can be made in person with cash, check, or money order. Applications and payments can also be made through mail by check or money order and mailed to: Jill Thompson, Athens County Auditor, 15 S. Court Street, Room 330, Athens, Ohio 45701.
All mailed applications must include a copy of the application, payment and a self-addressed, stamped return envelope.
Every person who owns a dog which becomes three months of age after January 31st and before July 1st must file an application within 30 days of the January 31st deadline and pay the full annual fee. Dog licenses are valid for the calendar year in which they are issued through January 31st of the following year.

2007 Homestead Program Wraps Up
Thompson reports over 2000 new applicants qualify for the expanded Homestead Exemption program
Athens, OH, October 26, 2007: Athens County Auditor Jill Thompson and her staff hit the ground running when the Ohio Legislature expanded the Homestead Exemption Program effective July 1, 2007.
Approximately 1,900 Athens County seniors and disabled taxpayers were receiving the homestead exemption tax credit prior to the program expansion. The expansion eliminated the income requirement and broadened the program requirements resulting in an additional 2,103 qualified applicants in Athens County this year.
The County Auditor’s office has mailed responses to each and every application that was received. Auditor Jill Thompson stated, “I’m encouraged by the number of taxpayers that applied this year considering the limited amount of time we had to educate the public on this program prior to the filing deadline. “ Thompson added, “We had very few denials and all of those were reviewed by an attorney as an extra precaution. Our goal was to qualify as many taxpayers as possible within the guidelines set by the Ohio Department of Taxation.”
The Homestead Exemption Program provides a tax credit to homeowners at least age 65 or totally and permanently disabled that own and occupy their home as their principle place of residence.
Any taxpayer that has mailed in an application and has not received a response should contact our office immediately, urges Auditor Thompson. Athens, OH, August 24, 2007: Athens County Auditor, Jill A. Thompson, has learned that homeowners in Athens County are receiving multiple homestead applications thru the mail. The Auditors Office only mails applications upon request, with exception of an insert sent with tax bills. Only one application is needed for approval of this reduction. If you believe that you have already filed an application with our office and would like to verify that we have received it, please contact us. If you are already receiving the Homestead Reduction you do not need to re-apply.

Auditor Thompson Takes Homestead Expansion Information to Local Communities
A representative from the Auditor’s office will be visiting local libraries to assist seniors and the disabled with the application process.
Athens, OH, August 21, 2007: Athens County Auditor Jill Thompson continues talking to homeowners at least age 65 and the disabled about the Homestead Exemption Program and recent legislative changes. The new program will allow senior citizen homeowners and permanently/totally disabled homeowners, regardless of income, to withhold $25,000 of the market value of their home from property taxes. Most manufactured homes also qualify to receive the exemption.
Several qualifications do still apply. Homeowners must live in the home as their primary residence and fall into one of the following categories:
- At least 65 years old by the end of 2007, or
- Certified totally and permanently disabled as of January 1, 2007.
A representative from the Auditor’s office will be available to answer questions and assist with filling out the applications at the following locations and times:

Residential Rental Registration Requirement

Athens, OH, July 16, 2007:Athens County Auditor Jill A. Thompson announces that HB119-
Biennial Budget Bill as Enacted eliminated the requirement that Residential Rental Registration forms
be filed in a County that has a population of less than 200,000.
Auditor Thompson states, “Rental property owners are no longer required to file the registration
form with our office because the County population does not exceed 200,000”.
The Athens County Auditors Office will no longer be accepting or requiring the rental registration
form. Rental property owners are encouraged to contact the Athens County Auditor’s Office at 740-

The meeting will be held on Wednesday, July 18 at the former Albany Elementary School. A
potluck will be held at noon.

Athens, OH, July 5, 2007: Athens County Auditor Jill Thompson announces that the Homestead Exemption Program has been expanded to include all senior homeowners age 65 and older or those that have been declared permanently and totally disabled in the budget bill recently enacted by the Ohio Legislature. The new program will allow senior citizen homeowners and permanently/totally disabled homeowners, regardless of income, to withhold $25,000 of the market value of their home from property taxes. Manufactured homes also receive the exemption.

The new homestead program guidelines represent the largest property tax cut in Ohio history. The resulting tax benefit for homeowners will vary depending on the taxing district their property is located in. Tax reductions should average between $300 and $400 on an annual tax bill. “This is a great opportunity for senior citizens and the disabled to finally get some relief on their property taxes. The deadline is quickly approaching, however, and you won’t receive the benefit if you don’t apply.” says Auditor Jill Thompson. Thompson is working hard to make applications readily available and get the information in the hands of eligible applicants as soon as possible.

Duty to Notify County Auditor of Improvements
Thompson encourages property owners to file building notice timely to avoid penalty
Athens, OH, May 18, 2007: Auditor Jill Thompson reminds property owners that they are
required to file a building notice if they have made improvements to their property. If a building notice is
not filed and the office discovers the improvement, Ohio Revised Code § 5713.17 requires the county
auditor to add a penalty equal to fifty per cent of the amount of taxes that would have been charged.
Thompson says, “Too often new homeowners expect their contractor to file the notice on their
behalf; it just doesn’t happen.” In an effort to increase county-wide awareness, Thompson has sent
letters to local builders and contractors to assist homeowners. “The penalties are too stiff for
homeowners to overlook filing this notice”, warns Thompson, “If the contractors are willing to work with
us, it will save property owners a lot of headache and a stiff penalty.”
The building notice that is required to notify the auditor of any property improvement is easily
accessible on the Auditor’s website (www.athenscountyauditor.com) or by contacting the office at (740)
592-3223. The form should be filed in within 60 days of the beginning of construction. There is no
application or notification fee.

Taylor Proposes New Plan to Fight Fraud, Corruption, and Protect Taxpayer Dollars
When the details of the rare coin investment scandal at the Ohio Bureau of Workers’ Compensation were uncovered in 2005, it became clear to me that we needed to take action to restore Ohioans confidence and ensure accountability in state government. The solution to achieving this end became more obvious after news reports indicated that an internal auditor questioned whether the Bureau was doing enough to safeguard the investment in rare coins as far back as 1999. Unfortunately, management chose to sweep those concerns aside and it wasn’t until April of 2005 that the disastrous practices of BWC became public.
Had that internal auditor’s concerns been addressed, perhaps the coin scandal could have been stopped sooner, protecting taxpayer dollars. As your State Auditor, the chief watchdog of taxpayer dollars, I feel strongly that we cannot continue to allow a flawed state government structure to fail the citizens of Ohio.
Consequently, I recently announced a legislative proposal to overhaul the internal audit function of state agencies, including the Bureau of Workers’ Compensation. The plan establishes a centralized office staffed with internal auditors who are required to report fraud and other findings to an independent state audit committee. For more than a year, I’ve dedicated much time and energy working on this proposal. With the help of State Senator Bob Spada, R – North Royalton, and State Representative Carol Ann Schindel, R – Leroy Township, we introduced the legislation as H.B. 166 and S.B. 146.
This legislation seeks to establish an independent State Audit Committee responsible for reviewing and reporting the results of internal audits to the public in a timely manner. The proposal creates:
- The Office of Internal Auditing to be located within the Office of Budget and Management (OBM) and would centralize state employees currently classified as internal auditors. Internal auditors are responsible for reviewing and reporting whether an agency has the proper checks and balances (internal controls) in place to prevent misspending of tax dollars. The bill requires the OBM director to appoint a chief internal auditor who has specific professional qualifications and implement a plan to conduct annual internal audits of state agencies.
- A State Audit Committee to consist of a five-member panel including the director of OBM. The Speaker of the House and President of the Senate would each appoint two public members consisting of one financial expert as defined by the legislation, one active or retired CPA, one member familiar with government accounting standards, and one representative of the public.
The responsibilities of the State Audit Committee include identifying high risk government agencies, particularly areas of state spending where accounting errors and fraud are most likely to occur. The committee would enforce compliance with industry internal auditing standards and the internal auditors’ code of ethics. In addition, the committee would be required to make the final audit reports available to the public in a timely manner.
Additionally, the proposed legislation adds the position of internal auditor to the list of authorities to whom employees may report a suspected misuse of public funds without fear of retribution or fear of losing their jobs under Ohio’s Whistleblower Statute.
This proposal is an important first step to ensuring Ohioans that state government has learned a very valuable lesson from the scandal that plagued the Bureau of Workers’ Compensation and we are taking action to improve accountability and protect your tax dollars.

Personal Property Filing Deadline Approaching
Thompson reminds business owners that the deadline to file Personal Property Tax Returns is April 30th
Athens, OH, April 16, 2007: The deadline to file Personal Property Tax Returns with the County Auditor’s office is quickly approaching. The filing requirement is for Form 920 County Return of Taxable Business Property. The form is available on the Auditor’s website (www.athenscountyauditor.com) or by contacting the office at (740) 592-3227. The form should be filed in duplicate, with a check attached for at least one-half of the tax, made payable to the County Treasurer.
There is no filing requirement if the listed value is $10,000 or less, however the Auditor’s office requests that you file an 804 Informational Form to let the office know you are not required to file.
If the return is filed late, the assessor will add a penalty of up to 50% of the remaining listed value after the full $10,000 exemption is applied. To be considered timely, the return must be received by the county on or before the due date. The mailing of a tax return, except by certified mail, does not constitute timely filing. To ensure timely delivery to and receipt by the county auditor, certified mail should be used, or the return may be filed in person with the county auditor.
Taxpayers may request an extension of time to file in writing from the county auditor anytime prior to the filing deadline.

Financial Audit of BWC Shows How Trouble Began
Bureau’s Lack of Checks and Balances a Prescription for Disaster

Columbus - Recently my office released the financial audit for the beleaguered Ohio Bureau of Workers’ Compensation and Industrial Commission of Ohio. While some of the issues and the problems of mismanagement stemming from BWC have been widely reported over the past two years, I believe that the recently released audit offers new insights into how inadequate policies and practices permitted at the bureau, led to its current situation.
Anytime there is mismanagement or corruption in the investment of state funds, the public confidence and trust in government takes another serious blow. Restoring that confidence must be our first priority as officeholders. I am committed to doing everything within my power as Ohio’s Auditor of State to reestablish that trust.
First and foremost, I believe that the BWC audit itself is a first step in helping to restore trust and accountability within the bureau. That audit, released on March 26, 2007, carefully depicts what went wrong at BWC and examines what internal policies failed to detect those issues before they became major problems. The bureau has already addressed some of the issues raised in the audit and is in the process of making other changes to their internal control practices in order to avoid these problems in the future. Subsequent audits will continue to review the management changes taking place at the bureau to ensure that previous issues are addressed.
One of the findings of the audit was that the investment environment at the bureau was completely inadequate and lacking in appropriate checks and balances. This bad situation was made worse by issues surrounding the timeliness of reviewing the performance of those investments and a lack of oversight to ensure compliance with investment contracts. It’s critical for the future credibility of BWC to not only have written policies and procedures in place regarding the bureau’s investment policy, but also for management to scrupulously follow those policies.
BWC management needs to set the tone when it comes to creating a standard of ethical behavior which is beyond reproach. Routine training is an effective tool for informing staff of the rules and regulations affecting the ethical behavior in government. Policies are needed for identifying conflicts of interest and establishing the course of contact appropriate with outside parties. These policies need to also be rigorously enforced without prejudice or passion. With such controls in place, if any state employee chooses to participate in illegal acts, that individual’s behavior will be quickly uncovered.
I will propose in the coming weeks legislation designed to address what I believe is another policy shortcoming; the need for an independent internal audit system. The purpose of this legislation will be to implement strong internal accounting controls and to establish a state internal audit committee responsible for reviewing reports and the results of the internal audits of state agencies.
The BWC audit is by no means the final chapter in the investigations into the shortcomings of BWC. My office has and will continue to provide assistance to Ohio Inspector General Tom Charles, as well the Joint Legislative Ethics Commission, on the criminal and ethical aspects of the investigation at BWC that cannot be addressed by a financial audit.
At the end of this process, I want to be able to tell the citizens of Ohio that we have addressed the problem by holding those responsible accountable and that Ohioans can once again have confidence that their hard earned tax dollars are being protected.

ATHENS COUNTY AUDITOR SUPPORTS NEW BIPARTISAN FUEL TESTING MEASURE
Athens County Auditor Jill Thompson announced support for legislation that creates standards for testing fuel content at retail locations in the State of Ohio. Jointly sponsored by State Representative William J. Healy, II (D-Canton) and State Representative Jon Peterson (R-Delaware), House Bill 80 creates a permissive program, managed at the state level by the Ohio Department of Agriculture that would be administered locally by County Auditors. The legislation permits County Auditors to routinely test for three factors of fuel content along with their standard “weights and measures” testing: octane, water and sediment content.
The “Healy-Peterson Fuel Quality Standards” proposal is the first example of bipartisan legislation since joint sponsorships were announced on February 12th by House Speaker Jon Husted. According to Mr. Healy, “It’s appropriate that this bill receive bipartisan sponsorship, because fuel quality is not a partisan issue”.
The overreaching goal of the legislation is to provide consumers with a sense of security that the fuel they are purchasing is actually of the quality as well as the quantity posted on the pump. The bill sets forth a system by which County Auditors may monitor fuel content at retail locations and provides a uniform set of guidelines should they choose to perform such tests. The proposal follows the United States Department of Commerce, National Institute of Standards and Technology Handbook 130, consistent with the 46 states that currently test fuel content. In Ohio, Summit County, in a program initiated by Summit County Fiscal Officer John A. Donofrio has performed fuel testing for two years under its charter. According to Mr. Donofrio, “Our results go far beyond testing octane levels; we are ensuring that consumers are getting what they pay for”.
Auditor Thompson notes, “Ohio has waited to see the effect of this type of legislation in other states as well as in Summit County. There appears to be no detrimental impact on independent station owners or petroleum companies or on gas prices. The successful experience in Summit County has led County Auditors to conclude that the benefits of testing must be extended to consumers across the state”.
Fuel quality bill introduced with bipartisan support
Measure to be among the first introduced with joint primary sponsors
Columbus, Ohio - Legislation that would protect consumers by allowing county auditors to test gasoline quality at Ohio's service stations will be among the first introduced under a new House procedure allowing for bills with more than one primary sponsor.
The consumer protection plan - first introduced by state Rep. William J. Healy II, D-Canton last September as House Bill 652 - will be reintroduced in a similar form on Wednesday by Healy and state Rep. Jon Peterson, R-Delaware.
Peterson and Healy will both be listed as primary sponsors - among the first examples of such bipartisan legislation since Speaker Jon Husted announced on Feb. 12 that joint primary sponsorships would be permitted in the Ohio House. State senators Gary Cates, R-West Chester and John Boccieri, D-New Middletown will server as the top sponsors of similar legislation in the Senate.
"It's appropriate that this bill receive bipartisan sponsorship, because fuel quality is not a partisan issue,", Healy said. "I am confident that we will be able to work together to make sure Ohioans are getting what they pay for at the pump."
Ohio is now one of just four states where gasoline is not routinely inspected for quality. Nearly six billion gallons of gasoline are sold each year in Ohio - virtually all of it untested at the local level. It has been estimated that as much as 15 percent of it could be substandard, either because of honest mistakes in the refilling of underground storage tanks, or because of unscrupulous dealers.
County auditors-acting in their role as the sealer of weights and measures - now routinely test pumps to make sure they accurately dispense the correct amount of gasoline. But auditors generally do not have the authority to test fuel quality. The exception is Summit County, a home rule county where officials have launched their own program.
The Healy-Peterson proposal would allow other county auditors offices to go the extra mile by testing for octane, water content and sediment content. Water and sediment would be measured according to nationally-recognized guidelines; Ohio would set its own standards for testing octane in concert with the Ohio Department of Agriculture.
"This bill allows Ohio to join 46 other states that already protect their consumers at the gas pump," Senator Cates said, noting that the bill has been one of his top priorities since the end of the previous General Assembly. "I think our consumers deserve the best product money can buy, and this bill goes a long way toward making sure that happens."
The County Auditors Association of Ohio and the Ohio AAA have both endorsed the Healy-Peterson plan.
"With roughly six billion gallons of gasoline sold in the state annually, it's easy to see the need for a benchmark of quality," Healy said.
The legislation, House Bill 80, has 28 bipartisan co-sponsors.
CAUV Continuing Application Forms Mailed
Athens County Auditor has mailed Continuing Current Agricultural Use Valuation Forms to owners receiving program benefit
Athens, OH, March 1, 2007: Athens County Auditor Jill A. Thompson announces that her office has mailed over 650 continuing Current Agricultural Use Valuation (CAUV) applications. The forms were mailed to all property owners who have property enrolled in the CAUV Program. Those continuing applications must be completed and returned to the Athens County Auditor’s Office no later than March 31, 2007. Property owners who do not return the application will be removed from the program and a tax recoupment may be added to the tax year 2007 tax bill.
Qualifying property must be used for a commercial agricultural purpose to be enrolled in the CAUV program. Owners must have at least 10 acres that is devoted to commercial agricultural production. If property owners have less than 10 acres, they must have an income on at least $2,500 from commercial agricultural production.
Thompson says, “Inspections of properties enrolled in the CAUV program will continue, and any property that is not being used for a commercial purpose will be removed from the program and a recoupment will be imposed.”

Homestead Continuing Application Mailed
Athens County Auditor has Mailed Real Estate and Manufactured Home Continuing Applications
Athens, OH, February 23, 2007: Jill A. Thompson, Athens County Auditor, has announced that
over 1400 Real Estate and 300 Manufactured Home continuing applications have been mailed for
the Homestead Exemption Program. These forms were mailed out to all homeowners currently
taking advantage of the Homestead Exemption Program. The continuing forms should be
completed, signed and returned to the Athens County Auditor’s Office only if there has been a
change in ownership or income for the year 2006. The continuing applications need to be
completed and returned to the office no later than June 4, 2007. New applications will be accepted
in the Auditor’s Office through the first Monday in June.
The Homestead Exemption Program offers a possible reduction in property valuation based on the
applicant’s income, which could result in a decrease in the applicant’s property taxes. To be
eligible to apply you must be at least 65 years of age, or totally and permanently disabled, own and
occupy your home as your principal place of residence as of January 1st, 2006 and also have a
qualifying income or no more than $27,000 for calendar year 2006.
Auditor Thompson encourages homeowners to contact the auditor’s office if they have questions
about the program or feel they may qualify. Applications can be downloaded from the Auditor’s
Office website at www.athenscountyauditor.org or will be mailed upon request. Homeowners may

Owner Occupied Property Tax Reduction Available
Homeowners should be sure they are taking advantage of the 2.5% property tax reduction
Athens, OH, February 22, 2007: Athens County residents owning and occupying their home as their principal place of residence are entitled to receive a 2.5% reduction on their property taxes according to Athens County Auditor, Jill A. Thompson.
“Many homeowners are already taking advantage of this reduction, but I want to make sure every taxpayer in Athens County who is eligible is getting this benefit”, Thompson says.
Property owners are eligible if they owned the property that is their principal place of residence on January 1, 2007. The deadline to apply for the current tax year is Monday, June 4, 2007. Those homeowners that would have been eligible to receive the tax reduction for last year can still file a late filer and receive an adjustment for the current tax bill.
All homeowners who are unsure if they are receiving this reduction are encouraged view their property tax information on the Auditor’s website at www.athenscountyauditor.org. Property owners can view this information by doing a “Real Estate Property Search” and viewing the “tax” tab. Applications can also be downloaded from the website or will be mailed upon request. License sales Decrease in Volume, Increase in Revenue
County Auditor releases results of Dog License Sales for 2007
Athens, OH, February 6, 2007: Athens County Auditor Jill Thompson had released the results of the 2007 Dog License sales. The Dog License sales begin each December 1st and finish January 31st in accordance with state law.
Thompson stated that this year there was a lot of concern as to whether pet owners would license their dogs with the fee increase. Last year, the County Commissioners imposed a spayed/neutered program to assist in the over population of dogs in Athens County. The licensing fee was increased from $10 to $24 with an exemption if the pet was spayed, neutered or otherwise qualified for the reduced fee of $14.
For the licensing period in 2006 there were 6,938 license sold at a fee of $10 per tag for a total of $69,380. For the same period of time in 2007, 6,377 tags were sold at $14 per tag or $24 if the pet did not qualify for the discount generating $89,278. In summary, this year 561 less tags were sold, however, the county still increased revenue over the previous year by $19,898.
Additionally, the county sells Kennel tags at a reduced rate. They are charged $14 for the first five tags and an additional $1 per tag for any additional tags. This year the Kennel License sales increased by 152 tags over the 816 sold in 2006, generating an additional $1,809 for the County over the previous year.
Summary:
2006: 6938 @ $10 = $69,380 in addition to 816 Kennel License generating $5,146 for a total of $74,526.
2007: 6377 @ $14/$24 = $89,278 in addition to 968 Kennel License generating $6,955 for a total of $96,233.
Total additional revenue over 2006 Licensing period is $21,707.
Dog License that are purchased now, after the licensing period has passed, will be charged a penalty equal to the cost of the tag.
“There are still those that will get their pets after the deadline, and they have 30 days to license them without a penalty”, Thompson says. There are a number of license sold during the year, however, the licenses should be renewed each year during the licensing period.
Dog License applications are still available online for those who have neglected to purchase their tag. The dog warden will be performing random license checks and the fines can be severe. Licensing your pet is a requirement of the law and can also get a lost dog home. Deadline to file Real Estate Valuation Complaint
Auditor Urges Taxpayers to Check Real Estate Value
Athens, OH, January 31, 2007: Athens County Auditor Jill Thompson is proud to announce that the property values for tax year 2006 are posted to the website. Auditor Thompson encourages property owners to review their property record each year either on the website or by calling the Auditor’s office and requesting a copy of the property record card. The last time property values were updated would have been in the 2005 Triennial Update. However, Auditor Thompson says that property values can also change if property improvements have been made or there has been damage or destruction to the property.
If property owners feel their appraised value is too high, the website also makes the complaint form and instructions readily available under the “forms” tab. “If any of the property record information is incorrect, it is important that our office be notified as soon as possible”, states Thompson. If there is a clerical error, we can fix that promptly and mail out a corrected bill. However, if property owners feel their value is just too high, they are encouraged to file a complaint so the Board of Revision can take a closer look at the value. The last day to file a formal complaint against the 2006 property values is March 31, 2007.

The Athens County Board of Commissioner has increased the 2007 Dog License Fees to $24.00. However, in an effort to help control the dog population in Athens County they are allowing a reduced fee for those animals that are spayed, neutered or are exempt. The reduced fee is $14.00 for those animals that qualify.

Athens, OH, December 18, 2006: The Athens County Budget Commission has received a request from the Federal Hocking School District to call a special hearing to address the Board's proposed Resolution moving 3.50 mills of inside unnoted millage to permanent improvement. The meeting will be held on Wednesday, December 20, 2006 at 10:00 a.m. in the County Auditor's office. Also on the agenda will be the Temporary Certification and Alternative Budgets for Athens County School Districts.

Athens County Auditor Jill Thompson Announces Residential Rental Registration Requirement
Athens, OH, October 13, 2006: Athens County Auditor Jill Thompson announces a new state law that requires owners of residential rental property in Ohio to register their properties with the County Auditor. The new law is part of Substitute House Bill 294 which became law on September 28th.
The new rental registration program requires rental property owners to provide the County Auditor with contact information including a telephone number, making it easier to get in touch with the owner in the event of a problem with their property. The new requirement will streamline and centralize information pertaining to rental properties in one location. In the past, different municipalities had different requirements and different forms. Now there will be one county-wide, uniform standard and depository. Forms are available in the Athens County Auditor’s Office and are also available online at www.athenscountyauditor.org.
Thompson and her staff plan to work with local cities, townships, villages and apartment associations to help spread the word about the new registration requirement and its potential benefit. Communication will be important in order to reach out and collect information on the numerous residential rental properties in this county.
Once the information has been collected, Auditor Thompson plans to make the contact information available online so that it is accessible to the public and our local cities, townships and villages. This rental registration information will be a useful tool for our communities.
Auditor Thompson said, “We are committed to ensuring the highest possible compliance with this program, streamlining the filing process and making it accessible to our community.”

Athens, OH, April 5, 2006: Jill A. Thompson, Athens County Auditor, encourages all tax payers that would like to discuss the property values set by the Auditor’s Office to set up an appointment to speak with an appraiser for an informal hearing. An appraiser will be made available to the public by appointment.
Thompson advised taxpayers, “If you feel that the value listed in our office is not reflective of the market value of your property, please take this opportunity to meet with an appraiser.” If taxpayers are uncertain of the value of their property, they are encouraged to call Thompson’s office. Penalties

Ohio Law Requires Every Dog Owner Purchase A License
The cost to purchase a dog license in Athens County is currently $10.00 per dog. License fees are applicable for all dogs that are registered by the deadline or who have recently been acquired or brought into the state within 30 days or less. The majority of the proceeds from the sale of dog license are used to fund the operations of the Athens County Dog Shelter and protect residents and property from violations of the Ohio Dog Laws. The remaining funds are used to process and manage dog license dispensing and collection of fees.

Athens, OH, November 4, 2005: County Auditor Jill Thompson urges businesses doing business in Athens County to register for the Commercial Activity Tax (CAT) by the registration deadline of November 15, 2005. Businesses that do not register by that deadline may be assessed fines of up to $100 per month not to exceed $1,000 according to The Ohio Department of Taxation. However, when contacted by the Auditor’s office, the department stated they did not expect strict enforcement since the tax is new. In addition, the Ohio Department of Taxation has provided two websites for businesses to be able to register online:
WHAT IS THE CAT?
The CAT is a broad-based, low-rate tax on a business’ gross receipts. It applies to both in-state and out-of-state businesses and, in general, is based on gross receipts from the sale of property or the benefit of services received in Ohio. For the first semi-annual period from July 1 to December 31, 2005, the CAT rate will be .06 percent of gross receipts in excess of 500,000.
According to the Ohio Department of Taxation the first return is due February 10, 2006. In addition to excluding businesses with taxable gross receipts of less than $150,000 the CAT does not apply to certain other businesses such as nonprofit organizations, financial institutions, insurance companies and some of their affiliates. Financial and insurance companies will continue to be liable for the corporation franchise tax with no phasing out the tax rate.
Auditor Thompson advises business owners that information regarding the CAT tax can be obtained from her office and also from the Ohio Department of Taxation website. “There is a great deal of information for business owners to obtain on the new tax, it is important for businesses to register and become as informed as possible so there are not any surprises later on”, stated Thompson. There is a one-time fee for registration of $15 for online registration and $20 for a paper registration; however the fee is given a full credit when the taxpayer files its first return.

Auditor Jill Thompson Alerts Property Owners of Tax Law Changes
Thompson informs Commercial, Mineral and Industrial Property Owners concerning Real Estate Tax Increases related to State Budget Bill
Athens, OH, October 28, 2005: Recent legislation signed into law on June 30, 2005, will affect property tax bills for owners of most real property used in business. County Auditor Jill Thompson is alerting property owners that the 10% rollback will be eliminated for commercial and industrial real estate properties.
Eliminating the rollback will result in an immediate 10% increase to the tax bill of the affected commercial, mineral or industrial real estate property.
Surprisingly, the additional tax increase will not result in any additional dollars to be paid to the county or taxing districts as a result of this increase. Instead, the increase in tax dollars replaces funds that were formerly reimbursed by the State to the taxing districts.
“Some property owners may confuse the increase with the latest property triennial project,” comments Auditor Thompson. “This change is unrelated to local levies that will be on the ballot this November or assessment activities, and is the direct result of the new legislation from Columbus.”
This change affects all class two properties including Commercial, Mineral and Industrial and some Class one property relating to forested agricultural land. The 10% rollback will remain for residential real property.
Ohio House Bill 66 (The State Budget Bill) created major tax law changes, including a new Commercial Activity Tax that will be imposed on gross sales receipts. Revenues from the new tax will be shared among three funds: (1) state general revenue, (2) new school property tax replacement funds, and (3) new local government property tax replacement fund.
The tangible Personal Property Tax on Manufacturing Machinery and Equipment, Furniture and Fixtures will be phased-out over four years. All new manufacturing machinery and equipment installed on or after January 1, 2005 is immediately exempt..

sponsored a State Budget Workshop in an effort to inform and educate county
auditors on the impacts and changes imposed by the State Budget Bill. The
workshop was held at the Grand Host East in Reynoldsburg on Wednesday, September
21, 2005. The Workshop included sessions covering the Phase Out of Personal
Property Tax and Replacement Mechanism, Changes to Tax Increment Financing,
Vendors License Issues, Real Property Changes, the 10% Rollback and related
topics, Local Government Fund changes and Public Relation Efforts. The speakers
included, Mike Sobul, Rodney Richberg, Shelley Wilson, Chris Kantzer, Laura
Lackey and Michael O'Leary from the Ohio Department of Taxation, Mark Engel,
Esq. Bricker & Eckler and County Auditors from Athens, Franklin and Wayne
counties.
Auditor Thompson participated in a panel discussion with two other county
auditors discussing public relations efforts as they relate to the state budget
bill.
Also attending the workshop were Tammi Goeglein, Jane Elekes and Brandi
Sanders employees of the Auditor's office.
"There are so many changes that will take place in the Auditor's office as a
result of the state budget bill, changes that will directly impact taxpayers. As
a result of the budget bill some businesses are still not aware that all
Commercial Property will receive a 10% increase in property tax next year with
no additional revenue coming into the county", Thompson explains.

Manufactured Home Relocation Notices
September 12, 2005Athens County
Auditor, Jill A. Thompson, would like to remind property owners that before a
manufactured home can be moved from one location to another, the owner must
obtain a relocation notice from the county auditor's office at a cost of $5.00.
All manufactured home taxes charged to the home must be paid in order to
purchase a relocation notice.
Auditor Thompson states that if it is discovered that a home was moved
without the required relocation notice, a $100 penalty shall be imposed on both
the home owner and the mover of the home. If there are questions regarding

Athens County Auditor has Mailed Continuing Applications for
CAUV
August 12, 2005Jill A. Thompson, Athens County Auditor announces that 1093
continuing applications have been mailed for the Current Agricultural Use
Valuation Program (CAUV). The forms were mailed to all property owners who have
property enrolled in the CAUV program. These continuing applications must be
completed and returned to the Athens County Auditors Office no later than
Wednesday, August 31, 2005. Property owners who do not return the continuing
application will be removed from the program and a tax recoupment may be added
to the tax year 2005 tax bill.
Qualifying property must be used for a commercial agricultural purpose to be
enrolled in the CAUV program. Owners must have at least 10 acres that is devoted
to commercial agricultural production. If property owners have less than 10
acres, they must have an income of at least $2,500 from commercial agricultural
production.
The Athens County Auditor's Office is randomly inspecting properties that are
enrolled in the CAUV program. Any property that is receiving the benefits of the

Thompson Presents the Board of County Commissioners with the First Popular
Annual Financial Report
August 9, 2005This morning, Athens County Auditor Jill A.
Thompson presented the Athens County Board of County Commissioners with the
first ever Popular Annual Financial Report (PAFR) in their public meeting. The
Athens County PAFR for fiscal year ended December 31, 2004 was presented along
with the completed Athens County Comprehensive Annual Financial Report
(CAFR).
"Creating a PAFR for Athens County has been a goal of mine for a
couple of years; I am excited that we achieved this milestone this year," says
Thompson. Thompson commended Financial Accounting Administrator Alan Ferguson
for his efforts, hard work a nd dedication towards preparing the PAFR. The PAFR
has been submitted along with the CAFR this year for an award from the
Government Finance Officers Association (GFOA). The Auditor has received
numerous awards for excellence in reporting for the CAFR and looks forward to
potentially receiving the award for the PAFR as well.
The PAFR was
created as a means of increasing public confidence in County Government and its
elected officials through easier, more user friendly financial reporting. “The
PAFR is a tool to help taxpayers better understand how their tax dollars are
being utilized to better serve the citizens of Athens County," Thompson
says.
The Comprehensive Annual Financial Report is audited and conforms
to the Generally Accepted Accounting Principals and governmental reporting
standards. The Popular Annual Financial Report does not, making it a more
valuable tool for all citizens to read and understand.

Ohio Business Gateway: An Easy Way for Businesses to Meet
Registration
and Tax Obligations
COLUMBUS, Ohio (August 5) Ohio business taxpayers can now obtain commercial
activity tax, sales tax and withholding registrations and licenses within a
matter of minutes by applying for them through the Ohio Business Gateway (OBG).
The availability of the commercial activity tax (CAT) registration,
operational as of July 1, 2005, provides businesses a simple and effective way
to meet the CAT registration deadline of November 15, 2005.
OBG is a collaborative initiative of state and local government agencies and
an important part of Ohio's digital government strategy. OBG's Electronic Filing Services
offer Ohio's businesses a time and money-saving online filing and payment system
that helps simplify business' relationship with government agencies.
Ohio businesses can use OBG to submit selected filings, registrations, and
payments with the state's Department of Taxation, Bureau of Workers'
Compensation, Department of Job and Family Services, and Department of Commerce.
OBG also partners with local governments to enable businesses to file and pay
selected Ohio municipal income taxes.
To use OBG, simply log on to obg.ohio.gov. Taxpayers can then apply for the
following business tax registrations and licenses administered by the Ohio
Department of Taxation (ODT):

The taxpayer will then complete the online registration form, make any
payments needed via Automated Clearing House (ACH) and immediately print the
license/registration number and confirmations.
To register for any other tax types administered by ODT, please contact the
department at 1-888-405-4039.
Applications that require a fee must include payment at the time of the
registration process so a registration/license can be issued. The fee must be
paid by ACH, which requires an account number and routing number from the
applicant's checking or savings account. Credit cards are currently not accepted
for registration.
Taxpayers will also need the following information to complete tax
registrations: Federal Employer Identification Number (FEIN), if applicable.
Social Security number (sole proprietors only). Legal name and business name
(Doing Business As, or DBA), if applicable. Primary address, business location
address (Ohio only) and mailing address (if different than primary). NAICS
(North American Industry Classification System) Code. Use the NAICS drop-down
menu in the registration application to obtain the correct code. Names,
addresses and social security numbers of the officers, partners or members.
E-mail address, name and telephone number of contact person. A printer is also
necessary to print a license and confirmation. The license printed at the end of
the transaction is an official license. Taxpayers can also return to OBG to
print the license at a later date. A confirmation number and
license/registration number will be issued upon completion of the application.
This number will serve as an official acknowledgement that an application has
been received by ODT. The registration/license number will be valid after the
transaction is complete.
When registration is complete and a registration account number is obtained,
taxpayers will have the ability to immediately file and make payments to ODT for
the following taxes:
- Employer Withholding Tax Reports
(IT-501, IT-941, and IT-942)

(SD-101 and SD-141)

Commercial Activity Tax Awareness

Thompson has received brochures from the Ohio Department of Taxation to provide
to local businesses regarding the new Commercial Activity Tax (CAT) and Sales
Tax Laws in Ohio. The brochures provide important nformation concerning the
major tax reform changes made in the state's biennial budget bill (FY
2006/2006).
The CAT Brochure lays out in summary form the eligibility and
responsibilities for registration and payment of the new tax. It provides
thresholds for payment, the rates, and what constitutes a business gross
receipt, and exceptions to the tax. In addition major tax reform changes are
included.
The Vendors Brochure contains descriptions of the different
types of vendor's license, the businesses and services to which each applies,
and the general sales tax filing requirements. Also included is information
regarding tax enforcement, casual sales, flea markets or trade shows and other
pertinent information.
County Auditor Jill Thompson commented, "The
literature we are providing answers many questions that are being directed to
our office daily. We are working diligently to get this information out to
businesses quickly so that they can be informed and educated with the new tax
structure in Ohio as soon as possible.

Jill A. Thompson, Athens County Auditor encourages all tax
payers that would like to discuss the property values set by the Auditor's
Office to set an appointment to speak with an appraiser for an informal hearing.
An appraiser will be made available to the public by appointment.
Thompson advises taxpayers, "If you feel the value listed in our office is
not reflective of the market value of your property, please make an appointment
to meet with our appraiser."
Thompson also reminds taxpayers that the last day to file a formal complaint
with the Board of Revision for real estate in Monday, May 9, 2005.

BUILDING NOTICES MUST BE FILED WITH THE COUNTY AUDITOR's
OFFICEAthens County Auditor, Jill A. Thompson reminds all property
owners who have made improvements to their property, including new construction,
that they must report the improvements for tax purposes by filing a building
notice 60 days after construction has begun. Thompson states, "It is not
necessary to report general maintenance of buildings, but remodeling, major
structural changes, additions and new buildings should be
reported."
Athens City residents are not required to file a building
notice with the County Auditor, however, they must receive a building permit for
all new construction within the City limits.

COUNTY AUDITOR MAY REDUCE TAXABLE VALUE OF DAMAGED PROPERTYIn the
wake of severe storms earlier this year, Athens County Auditor Jill A. Thompson
reminds property owners that they may claim a reduction in the taxable value of
their property that has been damaged or destroyed.
Ohio law enables
property owners to claim the reduction at any time, regardless of the cause of
damage. The amount of reduction would be prorated based on the calendar quarter
in which the damage occurred. Property owners must file an application with the
County Auditor for a reduction no later than December 31st in the year that the
damage occurred. Refunds or credits may be available.

Athens County deserve the relief that this law provides. This law provides quick
and effective property tax relief to those homeowners during this time of
need.

SHOCK AT THE PUMPS
Athens County Auditor Jill A. Thompson says the price of gas is not the only
shock you can receive at the pump. According to sources at the American
Petroleum Institute and the Petroleum Equipment Institute a static electrical
flash fire at the pumps might be the other shock. Weather conditions at this
time of year in Athens County with cool dry air, are typical climate conditions
for static build up. About 70% of static fires occur during the winter months,
November through March.
The greatest chance of this happening is when motorists re-enter their
vehicle during fueling. While sitting in the car electrostatic charges are
generated on the seat of your car and the persons body, due to contact and
movement between the clothes and the seat. When the motorist leaves the vehicle
their body voltage has been increased. As they reach for the gas nozzle a static
discharge may take place, potentially causing a flash fire, with gasoline
vapors.
Auditor Thompson says "the average fill-up takes only two minutes, but we
know the temptation to get back in the car when it is cold and windy or maybe to
talk to a child, is hard to resist. So if you must re-enter your car, the
experts suggest discharging the static buildup by touching a metal part of the
vehicle, such as the door with a bare hand as you exit the car and before
returning to the fueling point".
Another scenario where this happens is with the dispensing of gasoline into
containers. Only use approved portable containers and always place them on the
ground when refueling to avoid the possibility of static flash fires. These
containers should never be filled while inside a car trunk, the bed of a pickup
truck, especially with a liner, or on the floor of a trailer.
If a static flash fire occurs during refueling, leave the nozzle in the
vehicle and back away. Notify the store employee so all dispensing devices can
be shut down. If you happen to be at an unattended facility, use the emergency
shut-off button to shut down the pumps and the emergency intercom or phone to
contact help.
Other safety refueling tips according to Auditor Thompson that will help keep
you and your family safe at the pumps are:
** Turn OFF your vehicle engine while refueling.
** DO NOT smoke, light
matches or lighters.
** DO NOT over-fill or top-off your vehicle tank.
**
Fill container no more than 95% full to allow
for expansion.
** Place cap
tightly on the container after filling.
** DO NOT re-enter your vehicle
during refueling.
** DO NOT operate cell phone while fueling.
** NEVER
allow children to operate the pump.
** Use only the hold-open latch on the
gasoline pump.
** NEVER jam or force the latch open by using
some other
object such as the gas cap.

ADVANTAGE OF THE 2.5% PROPERTY
TAX REDUCITON
Athens County residents owning and occupying their personal residence are
entitled to receive a 2.5% reduction on their property taxes according to
Auditor, Jill A. Thompson.
"Many homeowners are already taking advantage of this reduction, but I want
to make sure every taxpayer in Athens County who is eligible is getting this
benefit", says Thompson.
Property Owners are eligible if they owned the property that is their
principal place of residence on January 1, 2003. The deadline to apply for this
tax year is June 2, 2003.

PROPERTY TAX REDUCTION AVAILABLE FOR SENIOR CITIZENS AND

Auditor's Office through Monday June 2, 2003.
The Homestead Exemption
Program offers a possible reduction in property valuation based on the
applicant's income which could result in a decrease in the applicants property
taxes. To be eligible to apply you must be at least 65 years of age, or totally
and permanently disabled, own and occupy your home as your principal place of
residence as of January 1st, 2003 and also have a total income of no more than
$24,700 for tax year 2002.

On Wednesday, July 10, 2002 Athens County Auditor Jill Thompson attended
the Legislative Committee Meeting of the County Auditor's Association of
Ohio. Various proposed legislation was discussed including Budget Cuts, School
Funding, County Credit Cards and Tax increases for the Elderly or disabled.
Auditor Thompson was recognized for her active participation on the committee
addressing tax deferment for the elderly and disabled.
Today, Auditor Thompson will be in Hocking County for the Southeast
District meeting of the Auditor's Association of Ohio. Thompson is Vice
President of the Southeast District. The meeting features IRS issues. Two
representatives from the IRS will be attending the meeting.

AWARENESS PLAN PROVES EFFECTIVE:

Jill Thompson Athens County Auditor continually focuses on
informing the public about available tax advantages as well as the functions of her office. It appears as though her efforts are paying off for the citizens of Athens County.
"It is very important to me that taxpayers are aware of
the tax advantage programs that may impact their lives," Thompson states.
Thompson has made it a priority to inform the public about the 2-1/2 Property Rollback for those that own and occupy their home as their principal place of residence. As a result, applications for 2002 are up 90% from the previous year. The deadline for this program was the first Monday in June.
"I don't take lightly the fact that I am a public servant.
Serving the people of Athens County is important to me,
I take it serious." Thompson explains.
Thompson says that she suspects that there are still many
eligible taxpayers that are simply not aware of the programs out there designed to assist them with their real estate taxes. She encourages citizens to ask questions
and takes every opportunity to inform the public.
